I have the following information which I consider it my

duty as a British subject to bring to your notice.

One Sikh named Ishar Singh in Hankow is receining a publica-

tion from Paris entitled or named the Indian Socialogist edited by one named Shymagi Krisma Verna formerly a Prime Minister in Baroda and who was deported from India owing to preaching sedi-

tion. This publication is in English and is being translated into

Gurmukhi at the instance of Ishar 3ingh and given to the Sikh

community at Hankow and my informant says that there are at pre-

sent copies thus translated in the Sikh church at Hankow

My informant also says that a large majority of the

Sikhs are being told that a revolution against British rule is being organised.

Yesterday my informant was invited and want with three ■

others to Isher Singh's house or quarters in Tha Ching Kai Geruan

Concession and after being treated to drinks was told by Ishar

Singh that "we must do something" and asked him to join them and

was told he would be given an answer next week..

It is a very easy matter to produce my informant, who also

states that Sikh watchmen are being induced to leave their agloy-

ment in lankov (to join the ship now on its way to Vancouver R.S.P

Thinking this might be of interest to you I am placing it before

you.
